And here's my own opinion on this matter :
Let me start with some info first... When I came back to Malaysia about a couple of months ago, I took the chance to stay a day in Kuala Lumpur(KL) before my next flight to Kuching(Kch) to survey on a few items that I need and maybe doing some shopping (that's the original plan..) and of course, to meet my sister who studied there (won't be able to see her at home because she'd only come back on her semester break..).
A lot of development and changes has happened in KL since the last time I've been there (around 8 months ago I think.. and I do admit that I was a bit lost in my own country for the first time then..) and one of them is the use of the fast-train a.k.a commuter. Keretapi Tanah Melayu Berhad(KTMB) has provide a special coach for women!! (which clearly means that no male is allowed to be in those specifically provided coach and to those who are not blind and who can read, they could clearly see the logo and read on the door-glass and windows near the door). This action has relieved a lot of ladies commuter users as they could now breath a bit easily without having to worry much about their belongings and safety which has been bothering them before.

So, reading the article, what I get is the misuse (by mostly foreigners..) of these explicitly designated commuter coach and the troubles that some of them are causing. Not only these foreigners are boarding on the special coach, some of them also took the advantage to do 'naughty acts' and of course those actions are really bothersome and raised anger (anger...which could later fuse hate towards foreigners....which could later fuse the hate between countries...which could later fuse war...wooopppsss...hopefully not to that extent! hihihihi ;) ). However, when we look closely into the matters, it's because these foreigners are either 1- ignorant, 2- indifference, 3- illiterate, 4- simply mischievous, 5- just dumb .
Taking an excerpt from the article citing : “Saya terkilan kemudahan yang sepatutnya disediakan untuk kami menjadi pilihan warga asing, malah mereka lebih ramai yang menggunakan perkhidmatan ini sehingga kami berasa terpinggir."
which explain that this user is aggrieved and felt left out because there are more foreigners using the commuters compared to locals. So, ---> Dear Sir/Madam, Public Transportation-commuter is chosen by a lot of people is because it's cheap, fast and by those who doesn't own their own vehicle. And of course not only for the locals, for foreigners, this would be the best choice to get to their destination as well. There's no need to feel overwhelmed when the public transport is dominated by foreigners as logically, why would those foreigners would want to purchase their own vehicle to move around when they're in the country for only a certain period? As for the local users, in order not to feel 'left out', let's campaign to other citizen to use more public transportations and as for the public transportation provider and government, to look into the matter to provide more public transportation numbers and to facilitate it better for the comfort of users?
From the article, among solutions cited :
1- to provide separate coach for locals and foreign users
2- to impose different fares for locals and foreign user
My view on the two solutions above :
for number 1 - RACIST! SEPARATIST! SADIST! Malaysia is known as a multi-culture and multi-ethnic country. Malaysians has been nurtured since young to live in harmony with other race other than their own. Why in the whole wide world would you want to separate the coach???? Why don't you separate the coach for different race and from different state as well then??? (this reminds me of the movies which portrays the racism in the USA back then when the Americans did not accept the 'black' community, where in the bus, they separate the seats for blacks and whites.. I wonder does this need to happen in my own beloved country?)
It is sad isn't it to find out that even with all the campaigns and claims that us Malaysians are multi-culture and multi-ethnic, there are still a lot of those racist?
for number 2 - How would you feel if you go to another country and are charged differently when using their public transport? It's easier said because to those who projects this idea are those who actually have never went overseas! (they only dream to go to another country and nurture their jealousy towards others who have went outside the country...) Malaysia and Malaysians are supposed to be known for their hospitality. What could we achieve by doing, charging and treating other people from different country differently? It'd only lead
to Malaysia being a shut country.. :( who'd want to go to a country where they'd be treated differently and without hospitality? Even for us Malaysian that went overseas, we'd always want to be treated fair and just and with friendliness..
Hhhhmmm....enough with all the sentiments.. What resolutions and ideas can I give on this matter then?
1- for KTMB to increase staffs to monitor the security, order and compliance of directives at the commuter boarding area
2- increase number of public transportation (in this commuter case, maybe more coach, increase frequency...?)
3- to upgrade facilities for the convenience and comfort of passengers
4- maintain strict order and penalty in using public transportation (sometimes adults too needs to be treated like kindergarten kids and spanked...hehehehe..)
5- as for the fare mentioned, instead of differentiating the fare between local and foreign users, why not giving a special fare for the elderly, handicapped and students? (or has this already been implemented?)
6- citing “Perkara ini akan dibawa ke dalam kajian yang kami lakukan dengan satu cara akan mengusulkan kepada pengusaha pengangkutan awam untuk mengenakan tambang berlainan di antara warga asing dan tempatan dengan pengwujudan pas bulanan yang turut boleh mengesan data status seseorang." in brief translation : to propose to public transport providers to impose different fare charges between local citizen and foreigners by creating a monthly pass which could also track someone's data status. ----> again...why in the whole wide world would you want to propose doing this and spend more on something which you already have? I'd suggest to install a MyKad reader at the ticket station which could be used to collect individual data status and for paying the fare as well instead. Isn't it time for us to move a step ahead in using the technology to upgrade the MyKad usage not only for identification, and saving data only in the ID Card chip? (correct me if I'm wrong on this... and AFAIK, the MyKad could also be used as a bank-card, right?)
While using MyKad would be most effective in monitoring Malaysian citizens, you'd ask : How about for foreigners, right? Nahhhh...now we can generate some income either by the government or the public transportation provider or even by both by creating a what I called the 'Transportation Pass'...LOL... By using this pass, then the ministries or agencies involved could monitor and track the usage of public transportation by foreigners... :P and...I'd like to add that this pass shouldn't stop the function as a transportation pass only, how about including the fare auto-deduct payment system and immigration data (and so many other ideas on this..) as well? (come to think of it, I think Singapore has implemented this, right? If I'm not mistaken, there's something like a foreign worker pass which is used as ID and etc.?..I know I read it somewhere...just don't remember where..)
My opinion, ideas or even offered solutions might differ from you readers as we all have different ways to view the issue and also have different ideas and solutions. Just remember that each one of us is unique and have their own way of doing things.. Opinions and ideas are never right nor wrong. Only when they are implemented then we'd know the consequences and effects and then if they're successful/not or right/wrong.. (the same thing when taking medicine..) ;)
